Only if they have been charged criminally for not paying it, ie: charged with theft or fraud. It would show on a financial credit check however.

Police Clearance is taken into account for criminal issues. Unless your friend has a criminal charge against him for that loan or any other he is not going to have a problem getting a clearance.

But, I really hope we dont get people like your friend here in Canada, we have enough scammers and loan thugs here already to have any more imported.

He’s going to have to come up with fees for an immigration visa and enough money to keep himself in Canada for at least a month.

The immgration paperwork will take around two years, that will give him time to pay his bills.

Unless there were criminal charges involved, then it won’t appear.

However, if he has an unforgiven bankruptcy or similar financial situation, that WILL factor into his immigration plans.
